In the October 31st Federal Register Notice, the Department of Commerce also provided instructions for interested parties to submit comments related to product coverage (scope). All submissions to Commerce must be filed electronically using Enforcement and Compliance’s Antidumping Duty and Countervailing Duty Centralized Electronic Service System (ACCESS). Commerce will consider all scope comments received and, if necessary, will consult with interested parties prior to the issuance of the preliminary determinations.
The ITA initiated its investigation on October 24, 2023. The Preliminary Determination is expected on March 12, 2024, for antidumping and December 28, 2023, for Countervailing duties. If there is a positive preliminary determination, Importers will be required to begin tendering the estimated duties for subject merchandise at that time.
