Importers of aluminum extrusions could be subject to increased costs due to a new antidumping (AD) and countervailing duty (CVD) investigation. In response to a petition from U.S. domestic producers, the Department of Commerce, International Trade Administration (ITA), initiated an AD/CVD investigation of aluminum extrusions from 15 countries including China, Colombia, Dominican Republic, Ecuador, India, Indonesia, Italy, Korea, Malaysia, Mexico, Taiwan, Thailand, Turkey, the UAE and Vietnam. The potential additional duties could be equal to the margins alleged in the petition, ranging from 25.89% to 376.85% depending on the country.

The scope of the AD/CVD case includes a wide range of aluminum extrusions, produced in a variety of shapes and forms, regardless of finish or fabrication including, but not limited to, hallow profiles, solid profiles, pipes, tubes, bars, and rods. Subject products include, but are not limited to, vehicle roof rails, solar panel racking rails and framing, trade show display fixtures and framing, tent parts and structures, fence posts, drapery rails or rods, electrical conduits, door thresholds, flooring trim, electric vehicle battery trays, signage or advertising poles, picture frames, telescoping poles, cleaning system components, heat sinks, and a list of items designed to be a part or subassembly of a product or system. In the October 31st Federal Register Notice, the Department of Commerce also provided instructions for interested parties to submit comments related to product coverage (scope). All submissions to Commerce must be filed electronically using Enforcement and Compliance’s Antidumping Duty and Countervailing Duty Centralized Electronic Service System (ACCESS). Commerce will consider all scope comments received and, if necessary, will consult with interested parties prior to the issuance of the preliminary determinations.
The ITA initiated its investigation on October 24, 2023. The Preliminary Determination is expected on March 12, 2024, for antidumping and December 28, 2023, for Countervailing duties. If there is a positive preliminary determination, Importers will be required to begin tendering the estimated duties for subject merchandise at that time.
